Victoria Vik

Victoria Vik (most likely not her real name) is the administrator of several animal rights groups along with a few other people. One of her groups is Admin for Justice for Animals – Nu abandona, Sterilizeaza! Through this group she advocates for humane treatment of homeless animals and spay/neuter as a means to manage the . She is outspoken against abandoning and shares a lot of cases in her groups.

Some of the admins to her page are very vehement at accusing all private rescuers of trafficking dogs. It is ok to call out specific rescuers if they prove to be fake, but to accuse everyone indiscriminately proves maliciousness, therefore she is rated as controversial.

Sorina Radu

Sorina and her boyfriend are working on offering a shelter to the dogs of Odobesti. They also rescue from the entire region of Focsani, Vrancea. They recently pulled out 160 dogs from Golesti public shelter.

Their association is named Asociatia pentru Protectia Animalelor Cruela (Animal Protection Association Cruela). They named the association Cruela in honor of the one of the co-founder’s beloved dog who passed away a few years back.

They set up a fundraiser to build a private shelter

This information is based solely on their words and it wasn’t verified yet.

Their rescue is rated controversial because the sum asked to build the shelter seems a little high and they did not present a properly documented business plan to justify the asking of 60,000 euros.

Dr Rudi Hoffman

The reasons he is rated controversial are:

  1. There are reports of having a bad bedside manner (rude to pet owners)
  2. There are reports of providing incorrect treatment for animals
  3. He is one of the four associations/shelters in charge of promoting adoptions in Bucharest (source We were hoping to see him use his connections with the authorities to convince them to offer better conditions in public shelters.


Mioara Botea

Mioara Botea is a very emotional rescuer. She displays a lot of empathy toward homeless animals and does her best to find solutions for them. Unfortunately she gets overwhelmed by the amount of suffering she sees and transfers all that stressful emotion to the potential donors. She does not have space to host animals and her family is not very supportive, so she has to ask for help on Facebook from other people.

Therefore she rescues occasionally and it doesn’t help that she is not very knowledgeable about the proper process of rescue.

For instance one time she rescued a big group of dogs for which she asked for help on Facebook. Due to her lack of physical means to host the dogs and the fact that each and every dog was in danger, her posts almost had an ultimatum and emotional blackmail feeling. I am aware that the situation was of such nature, that help was needed immediately, so I understood why she had to write her posts like that. Also I believe she didn’t do it intentionally. It was basically what she felt.

Eventually she managed to find a rescuer with space to foster the dogs and the proper relations to find adopters in Western Europe. Unfortunately she didn’t carry the effort all the way to the end. Me and a few other people donated for those dogs and I had to message her to ask what happened to the dogs. Normally an experienced rescuer will follow up with updates about the solution they found for the dog.

Mioara gave me the contact info of the rescuer who took over the dogs and I intend to message them to confirm that indeed the dogs are fine and I didn’t donate in vain.

She is rated as controversial rescue because she is not very good at managing her emotions and the collaboration with her has the potential to turn into an emotional rollercoaster. However I believe her intentions are good, it’s just she does not have the psychological strength to rescue.

Mikaela Barsa

Mikaela Barsa used to have a pet transportation company. 

She used to be pretty active, but a couple of years ago she had a baby and reduced her activity significantly.

She is rated controversially because there were reports of mistreatment of dogs during transportation.

My rating is unverified because I do not know her personally.

Dr Iustin Girea

Iustin Girea followed in his father’s footsteps and became a veterinary doctor as well. After he graduated college, he started working in his father’s vet practice.

Trauma Surgery Vet.

He specialized in trauma and tough cases.

His controversial status stems from reports about his bad bedside manner. There are pet owners who report that he is very rude if he is bothered with cases considered “boring”.

Other pet owners swear by him.

As far as his veterinary skills are concerned, we haven’t received or seen any complaints yet.

Ionut Eparu

Ionut Eparu (Epy Braila)

He calls himself “Baronul cateilor” (The baron of the dogs). This a colloquial way of referring to somebody as of being of high importance. Judging by this, he seems to view himself as a man of importance for the city of Braila and its dogs.

Former drug addict and convicted for traffic, currently in therapy after a relapse and attempted suicide in the winter of 2016-2017.

He rescued a lot of dogs at some point, but during the winter of 2016-2017 he had a mental breakdown and attempted suicide. Unfortunately he left a number of dogs in his backyard to fend for themselves. A few local rescuers intervened and contacted Epy’s family to take over the dogs. His family was slow at cooperating. The rescuers who helped risked going on Epy’s propert, but they did it it to rescue the dogs from dying from starvation and the harsh Romanian winter cold.

Information about Doina Popa’s rescue activity.

Why she is considered “controversial” (takes long to spay/neuter the dogs). She has a kind heart and good intentions, but she needs to be more diligent about spay/neuter.
